Costa Rican roads, trains, ports and airports will be getting a billion dollar face-lift, government officials said Aug. 11, 2008.  The Inter-American Development Bank granted Costa Rica a loan of $850 million to help improve the country's infrastructure. The government will add $200 billion,  and the repayment will be within a 20-year term.
